The rumors around the tech world and Wall Street are that IBM (NYSE: IBM) will cut as many as 15,000 jobs in the U.S. as part of a restructuring. The actual number is hard to pin down. IBM has been silent on the matter.

When IBM announced�lackluster earnings for the final�quarter of 2013, its management said the company would continue to “rebalance’ its workforce. This is apparently code for firing people. Analysts and the media have started to dig for what IBM will not disclose–how many workers and where?

CNET believes it has one piece of the puzzle:

The company wouldn’t comment on the number of people being laid off or what divisions would be most affected. However, one source familiar with the plans told CNET that the layoffs entailed up to 25 percent in the Systems and Technology group. This is the group that makes IBM servers and is often referred to as the “hardware” division.

    One biopharmaceuticals player that's starting to trend within range of triggering a major breakout trade is Arca Biopharma (ABIO), which is developing genetically-targeted therapies for cardiovascular diseases. This stock has been under pressure by the sellers so far in 2013, with shares down big by 37%.

    If you take a look at the chart for Arca Biopharma, you'll notice that this stock has been trending sideways and consolidating for the last two months and change, with shares moving between $1.29 on the downside and $1.53 on the upside. Shares of ABIO are now starting to uptrend over the last month as the stock moves within range of triggering a major breakout trade above the upper-end of its recent sideways trading chart pattern.

    Traders should now look for long-biased trades in ABIO if it manages to break out above some near-term overhead resistance levels at $1.47 to $1.53 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 331,253 shares. If that breakout triggers soon, then ABIO will set up to re-test or possibly take out its next major overhead resistance level at $1.65 a share. Any high-volume move above $1.65 will then give ABIO a chance to re-fill some of its previous gap down zone from May that started near $2.80 a share.

    Traders can look to buy ABIO off any weakness to anticipate that breakout and simply use a stop that sits right below its 50-day at $1.38 a share, or near more support at $1.29 a share. One can also buy ABIO off strength once it takes out those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    Finally, Target (NYSE: TGT  ) shares ended the day down 3.5% adding its name to the list of big-box retailers expecting a lump of coal for Christmas. The all-and-sundry retailer said a significant loss on its expansion into Canada put a dent into earnings, as the company finished the quarter with a profit of just $0.54, below expectations of $0.63. Target began opening stores north of the border this year, and expects to have 124 operating by the end of the year, so perhaps an early loss is expected as the company builds out new locations and invests in marketing. In the U.S., comps improved slightly, by 0.9%, and the company is now eyeing a profit of just $1.26 for the fourth quarter, below estimates of $1.45. Despite the current loss from Canadian operations, the expansion should prove accretive to profits over the long term.

That uptrend has now pushed shares of CREG within range of triggering a near-term breakout trade.

    Market players should now look for long-biased trades in CREG if it manages to break out above some near-term overhead resistance levels at $2.80 to $2.85 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 95,671 shares. If that breakout triggers soon, then CREG will set up to re-test or possibly take out its next major overhead resistance levels at $3.50 to $4 a share.

    Traders can look to buy CREG off any weakness to anticipate that breakout and simply use a stop that sits right below its 50-day moving average of $2.32 a share, or near more support at $2 a share. One can also buy CREG off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    Utility stocks set the pace for the broader market over the first six months of 2014, as fears of rising interest rates abated and companies produced solid first-quarter financial and operating numbers.

    Second-quarter reporting season will get underway later in July, with most management teams posting results in early August.

    There�� also been significant mergers-and-acquisitions rumor and activity, notably surrounding the telecom space. And Wisconsin Energy Corp (NYSE: WEC) last week announced a deal to buy UF Portfolio Holding Integrys Energy Group Inc (NYSE: TEG) for $9.1 billion in cash, stock and assumed debt.

    Canadian stocks are back to their winning ways thus far in 2014, with the S&P/TSX Composite Index posting a 12.5 percent total return in US dollar terms from Dec. 31, 2013, through June 30, 2014. The S&P 500 Index is up 7.1 percent, the MSCI World Index 6.6 percent.

    The loonie, meanwhile, was strong in June, bouncing back to near USD0.94 and having an essentially neutral impact for US-based investors��returns for the first six months of the year.

    The Australia dollar pushed out to an eight-month high earlier this week, as Chinese PMI data showed some stabilization in the economy for that key trading partner. Although iron ore prices remain depressed, several LNG projects coming on line in coming months should give a boost to Australian exports.

German stocks rose for an 11th day, their longest winning streak since July 2005, as Federal Reserve Bank of St. Louis President James Bullard said the central bank should continue its bond buying program.

Bayer AG (BAYN) and BASF SE gained, following their European peers higher. Commerzbank AG (CBK), the country�� second-biggest lender, slid 3.7 percent. Deutsche Bank AG (DBK) dropped the most in more than a month after JPMorgan Chase & Co. downgraded the shares.

The DAX (DAX) climbed 0.2 percent to a record 8,472.2 at the close in Frankfurt. The benchmark gauge has rallied 11 percent this year as central banks around the world maintained monetary stimulus. The broader HDAX Index also rose 0.2 percent today.

The Fed�� bond-purchasing plan, known as quantitative easing, should be maintained because markets indicate that it is improving financial conditions and can be adjusted based on how the economy changes, Bullard, who votes on the policy-setting Federal Open Market Committee this year, said in Frankfurt as European equity markets closed.

With the 18-member single currency sitting high and mighty all Draghi has been capable of doing so far is basically re-open the “verbal intervention playbook” – buying time in the hope that an improvement will soon be seen in the Euro-zone inflation front. This time, and only if they are serious, Draghi and company will be required to send an aggressive message to capital markets – no ‘fly by night,' but a ‘shock and awe' solution. Whether is a combination of interest rate cuts coupled with negative deposits rates or the removal of SMP sterilization (securities markets program) would be an effective way of providing stimulus and buys the ECB time to work out logistics of other measures. The market would also see suspension of the SMP sterilization as a powerful signal that the ECB could engage in outright asset purchases if inflation continues to fall. By using the sterilization policy, the debate on the decision to use private or sovereign bonds in QE, would be delayed even further. That is very much the Euro way – different cultures, economies and diversifying politics make member uniformity difficult.
